Infrastructural events? Flood disaster, narratives and framing under hazardous urbanisation

چکیده
‘The river was moved too close to my house!’ declared a soon-to-be-displaced resident following flood disaster in Brazil. Infrastructural engineering decades earlier had changed the river's course and led flooding of his home, yet state now blamed rainstorm for causing disaster. The narrative natural event provided pretext urban governance based around evictions further rounds infrastructural engineering, nominally aimed at pre-empting dangerous climate future. paper takes circumstances this case trigger conceptual discussion on event, narratives, promise infrastructures mitigate alarming futures. I draw political ecology, sociology recent social studies infrastructure, while also questioning understandings eventful nature post-human turn. Tackling risk, it is argued, depends reframing disasters as events. This reflexive process that challenges how risks are produced through capitalist urbanisation, with aim making longer temporality change. A focus politicised reveals disrupts dominant hazard narratives remain integral hazardous expansion.

Framing "our social disaster": narratives of disease and sexuality in Turkey's early republic.
For the early Turkish republic, resource shortages, illiteracy, and geography combined to hamper any achievement of the immediate and universal diffusion of state-authored lessons in public health throughout the country's populace. One of the first steps taken to overcome these obstacles involved the production and publication of a medical atlas. Ideally, this text would serve both to standardi...
متن کاملDevelopment of an Adaptive Evacuation Route Algorithm under Flood Disaster
Flood disaster is often characterized by dangers that strengthen and spread over time (Opasanon S., 2004). Such dynamic situational changes over time might make the shortest route not always the optimal and safest one. From field surveys of real cases such as the Niigata flood disaster in 2004 (Gunma University, 2004; Intensive Heavy Rainfall Disaster Policy Committee, 2004), many people know w...
متن کاملEvents, narratives and memory
Whether non-human animals can have episodic memories remains the subject of extensive debate. A number of prominent memory researchers defend the view that animals do not have the same kind of episodic memory as humans do, whereas others argue that some animals have episodic-like memory—i.e., they can remember what, where and when an event happened. Defining what constitutes episodic memory has...
متن کاملFlood disaster monitoring and evaluation in China
China frequently experiences natural disasters, of which flooding is the most serious. How to monitor and control natural disasters, assess damage, and provide relief is the most urgent problem for the Chinese government and disaster experts. A national integrated system using remote sensing, geographic information systems, the Global Positioning System, and other technology for monitoring and ...
متن کاملPlanning under Uncertainty for Coordinating Infrastructural Maintenance
We address efficient planning of maintenance activities in infrastructural networks, inspired by the real-world problem of servicing a highway network. A road authority is responsible for the quality, throughput and maintenance costs of the network, while the actual maintenance is performed by autonomous, third-party contractors. From a (multi-agent) planning and scheduling perspective, many in...
